Nigeria Launches Antimicrobial Resistance Community of Practice

In 2017, the Honourable Minister of Health appointed the Nigeria Centre for Disease Control (NCDC) as the National Coordinating Secretariat for Antimicrobial Resistance (AMR surveillance and response in Nigeria. Since then, NCDC has continued to work closely with relevant Ministries, Departments and Agencies (MDAs) as well as key stakeholders to develop the Nigeria’s AMR National Action Plan (NAP) using a One Health approach. This led to Nigeria’s enrollment into the Global Antimicrobial Resistance Surveillance System (GLASS), placing us on the global map for providing AMR data.

NCDC has continued to coordinate with other stakeholders on the implementation of activities across five thematic areas of focus. These include AMR education and awareness; Surveillance; Hygiene, Infection Prevention and Control (IPC) and Biosecurity and Antimicrobial Stewardship and Research.

In our efforts to strengthen AMR-related activities in Nigeria, the Federal Ministry through NCDC on February 24th, 2021 launched the National AMR Community of Practice (AMR CoP). The main goal of the AMR CoP is to bring together and share information amongst key partners in AMR (field implementers, researchers and stakeholders) while advocating for a stronger One-Health (OH) approach. We appreciate the participation of the representatives of relevant MDAs, professional bodies, Fleming Fund, World Health Organization, US Centers for Disease Control, Public Health England etc.

For Nigeria to have an effective CoP capable of holistically tackling the menace of AMR, we are working towards adopting the 5-Level OH approach through the following evidence–based measures:

Level 1: Phenotypic screening and surveys by a network of human and animal health laboratories.

Level 2: Genomic surveillance by the reference laboratories.

Level 3: Instituting functional antimicrobial stewardship to ensure rational use of antibiotics in human and animal health.

Level 4: Dissemination of AMR data at local, national and international levels for informed policies to tackle AMR.

Level 5: Promoting public health awareness for rational use of antibiotics.

An important outcome from the meeting was a better understanding and a consensus on the structure of CoP and agreement on the next steps for operationalisation across human-animal-environment health. The meeting also fostered strong collaboration among relevant MDAs and development partners.

The NCDC remains committed to working with other stakeholders in the fight against AMR.

Lassa Fever

Key points

• There were 107 suspected cases, 12 were laboratory confirmed and one death was recorded from five LGAs in three states

Actions

To date:

• Lassa fever alert letters sent to states

• Confirmed cases are treated at identified treatment centres across states

• Implementation of Lassa fever Environmental response campaign in high burden states by Federal Ministry of Environment

Planned:

• Pilot indigent patient treatment scheme through the basic healthcare provision fund

• Finalise Lassa fever five-year strategic plan


Cerebrospinal Meningitis (CSM)

Key points

• There were four suspected cases of Cerebrospinal Meningitis (CSM) reported from 3 LGAs in three States (Adamawa – 1, Katsina – 1 & Oyo – 2). None was laboratory confirmed and no death was recorded

Actions

To date:

• National CSM TWG meets weekly to review reports from states and plan appropriately

• Enhanced surveillance in all states

Planned:

• Continue harmonisation of the national line list and SORMAS data

• Continue to ensure that States reporting cases send their line lists and collect CSM samples


Yellow Fever

Key points

• There were 27 suspected cases of Yellow Fever (YF) reported from 18 LGAs in nine states. None was laboratory confirmed and no death was recorded

Actions

To date:

• National YF multi-partner Technical Working Group (TWG) continues to coordinate activities across states.

• Daily monitoring and analysis of surveillance data across the country to guide response activities

• Concluded Accelerated Preventive Mass Vaccination (PMVC) Campaign in Enugu, Delta and PMVC in Bauchi State

Planned:

• Continue to support affected states across all pillars of response

• Continue harmonisation of surveillance and laboratory data ongoing


Cholera

Key points

• There were 87 suspected cases of Cholera reported from 3 LGAs in three states (Bayelsa – 58, Kaduna – 17 & Kogi – 12). One was laboratory confirmed and five deaths were recorded

Actions

To date

• National Cholera Multi-Sectoral Technical Working Group (TWG) is monitoring all States and supporting affected states

Planned:

• Continue follow up and monitoring of non-reporting states

• Continue harmonisation of the national line list and SORMAS data


Measles

Key points

• There were 204 suspected cases of Measles reported from 71 LGAs in 22 States & FCT. Five were laboratory confirmed and no death was recorded

Actions

To date

• National Measles TWG is closely monitoring measles surveillance data and providing feedback to relevant agencies and development partners

• Weekly surveillance and laboratory data harmonisation ongoing

Planned:

• Intensify follow up with states to update and transmit line list

• Continue monthly measles surveillance data review


Monkeypox

Key points

• There were five suspected case of monkeypox reported from four LGAs in two states (Bayelsa – 3 & Rivers – 2). None was laboratory confirmed and no death was recorded

Actions

To date

• National Monkeypox Technical Working Group (TWG) is monitoring activities in all states

Planned:

• Enhance surveillance for monkeypox in high burden states

• Continue harmonisation of the national line list and SORMAS data


Acute Flaccid Paralysis (AFP)

Key points

• There were 36 suspected cases of AFP reported from 32 LGAs in 17 States and FCT. None was laboratory confirmed and no death was recorded

Coronavirus Disease (COVID-19)

Actions

To date:

• National COVID-19 multi-partner Emergency Operations Centre (EOC) continues to coordinate response activities across states

• Supported the inauguration of Ogun State Infection Prevention and Control (IPC) team and committee

• Intensified follow up with States to collect data on cases and contacts

• Concluded second batch of testing for returnees at the Hajj camp in FCT

• Completed commodities deployment to Oyo, Anambra, Sokoto, Jigawa, and Taraba States

Planned:

• Deploy additional Rapid Response Teams to support states

• Finalise Local Government Area (LGA)/State transmission categorisation

• Support supervisory visits to private laboratories in FCT
